The Railway Heritage Trust was launched in October 1984 at ‘The Future of the Railway Heritage’ conference in London. It was incorporated as an independent company limited by guarantee and began operating in April 1985. It is formally owned by its members and  independent of both Network Rail and the Highways Agency, although both bodies provide its sponsorship.
